Kelsea Mills

Owner
Kelsea finds paths forward for people who thought they’d run out of options.
As a Certified Rehabilitation Counselor, Certified Vocational Evaluator, and Certified Ergonomic Assessment Specialist, Kelsea brings more than 18 years of experience helping individuals transition back into meaningful work within their restrictions after a workplace injury or job displacement. She is active in the Vocational Evaluation community, as a member of IARP, ABVE, and serving on the board of the Vocational Evaluators and Career Assessment Professionals Association (VECAP).
An Oklahoma native, Kelsea graduated from the University of Oklahoma in 2005 with a Bachelor of Arts in Political Science. She went on to graduate Summa Cum Laude with a Master of Science in Rehabilitation Counseling, specializing in Disability Management Studies, from Langston University in 2010.
In 2019, Kelsea founded Kelsea Mills & Associates, where she leads a dedicated team providing vocational evaluations, return-to-work planning, vocational case management, and other job-placement services. The entire team is committed to empowering individuals and fostering sustainable career pathways for those navigating challenging circumstances.
As a trusted expert witness, Kelsea delivers comprehensive loss of earning capacity reports and testimony for legal cases, ensuring clarity and fairness in complex employment and personal injury matters.
Kelsea and her husband, Andrew, are proud parents to two sons, Carter and Ethan. During most Saturdays of football season, you’ll find Kelsea and her family at the OU campus tailgating and cheering on the Sooners. Along with her service to professional organizations, Kelsea is the current Scholarship Chair for Kids' Chance of Oklahoma and is an active member of her sons’ school PTA.

Rachel Peden
VOCATIONAL CASE MANAGER AND JOB COACH
Rachel assists with vocational case management, walking with individuals throughout their vocational retraining programs. She makes sure our clients are set up for success, proceeding through their programs towards successful completion, and that all necessary parties are kept informed throughout the process. As a student herself, Rachel understands what it’s like to return to school as an adult, and she brings an amazing level of empathy that is essential when working with our clients.
For those individuals utilizing our Job Placement services, Rachel assists in researching available positions, assisting job seekers in completing applications, and preparing them for interviews. She also advocates on behalf of our clients with local employers.
Rachel is a long-time Normanite, a mom of two boys, and avid coffee drinker. Rachel loves to read and is always open to recommendations. She mostly reads history books, but cannot turn down a good mystery romance.

J. Parker Kempf, MS, CRC, LPC-S

LICENSED PROFESSIONAL COUNSELOR- SUPERVISORParker helps individuals with disabilities thrive.
J. Parker Kempf has been working with people with disabilities since 2009. He earned a bachelor’s degree from Oklahoma State University and a master’s degree in Vocational Rehabilitation from East Central University.
With a background as a former counselor at the Oklahoma Department of Rehabilitation Services and as a current mental health practitioner in private practice, Parker brings a unique blend of expertise to the team. He knows the DRS system from the inside out and understands the challenges faced by injured and displaced workers.
He joined Kelsea Mills & Associates in 2024 after seeing Kelsea’s high standards in action. Individuals referred to Kelsea Mills & Associates will typically see Parker after they’ve begun the process of looking for a new job and need help identifying their strengths and abilities.
In his private practice, Parker specializes in counseling children and adults with disabilities. He is a sought-after counselor for children with learning differences or neurodiversity who face special challenges in school.
Parker is here to help his clients find new employment so they can achieve long-term success.

Britane Outlaw , MS, LPC-S, CRC, CLCP, CCM

CERTIFIED CASE MANAGERBritane graduated from Oklahoma Christian in 2009 with a bachelor’s degree in Family Studies and Child Development. She obtained her Master of Science in Counseling from Mid-American Christian University in 2013. Ms. Outlaw has been a practicing clinician and liaison since that time. She joined Kelsea Mills & Associates in 2023, and assists in the vocational rehabilitation process.
Britane is a member of the International Association of Rehabilitation Professionals, the American Counseling Association, the Oklahoma Counseling Association, and the International Academy of Life Care Planners. She particularly enjoys her work as a consultant regarding cases with a mental health component, both in the civil and criminal realms.

Julie Burton
ADMINISTRATIVE ASSISTANT
After a long run in the entertainment and marketing industry, Julie semi-retired to bring her coffee-fueled energy to Kelsea Mills & Associates. She keeps the team organized and keeps the chaos minimal. She is likely the first person you will reach when calling the office.
She brings a calm, organized presence to the team and makes sure nothing important gets lost in the shuffle. Quiet by nature, but always a step ahead, especially after her morning coffee (creamer + sugar-free vanilla essential).
She’s found the perfect balance at Kelsea Mills & Associates — where professionalism meets warmth — and no one questions your second cup of coffee.
When she’s not wrangling calendars, she is knocking things off her bucket list, like climbing a mountain or jumping out of a plane. She spends her free time gardening, looking for a new hiking trail, or trying out new crafting ideas.

Avery Avery
ADMINISTRATIVE ASSISTANT
Avery is currently studying Elementary Education at the University of Oklahoma after growing up in a small town in West Texas. She enjoys learning new skills and expanding her knowledge through literature and experiences. With her experience as a copy editor for the OU Daily, she prides herself on attention to detail and willingness to call you out when she notices a mistake.
Avery works closely with Kelsea and the team to ensure all the i’s are dotted and t’s are crossed. She assists with scheduling, organization, and proofreading final reports.
On weekends, you’ll find Avery snuggled up with an audiobook playing as she crochets her newest project. Of course, this is only after she’s gone to the local coffee shop to order her iced vanilla matcha.
Intern with Us
Enrolled in a Vocational Rehabilitation or Vocational Evaluation program either at the bachelor's or master’s level? We’re always looking to add interns to our team!
Our interns learn the objective process of providing vocational evaluation services and return-to-work facilitation. Common intern tasks include learning how to: review medical records to determine residual functional capacity, perform a transferable skills analysis, develop rehabilitation plans, perform intake interviews, administer and interpret assessments, and perform career counseling.
